RESPONSE TO LETTER REGARDING STEAM GENERATOR EGGCRATE MID-CYCLE OUTAGE INSPECTIONS (TAC NOS. MA2365)

Dear Mr. Ray:

In a letter dated July 15,1998, Southem Califomia Edison (SCE) summarized conclusions reached based on secondary side visual Inspections performed during a mid-cycie outage in March 1998. SCE performed the inspections as a result of the degradation of the steam generator tube support structure (eggerates) observed in the San Onofre Nuclear Generating Station (SONGS) Unit 3 during the last refueling outage.

Your letter concluded that flow accelerated corrosion has been arrested, and that no significant flow-induced vibration occurred since the last refueling outage. Based on this validation of the root cause and corrective actions, you stated that you will not be performing mid-cycle outage inspections on the eggcrates in the future. You further stated that you will continue to conduct inspections of the secondary side of the Unit 3 steam, generators during future refueling outages until it is established that further inspections are not required.

The NRC staff is not aware of any formal commitments by SCE to continue to perform mid-cycle secondary side visualinspections. Thus, SCE's plans to discontinue mid-cycle inspections do not involve a licensing issue. The staff, however, is reviewing SCE's response to Generic Letter 97-06, " Degradation of Steam Generator Intemals." Any staff concerns

- regarding eggerate degradation and cycle length will be addressed as part of that review.
