This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

TRITIUM IN LIQUID EFFLUENT During a routine health physics inspection; by Region III (Chicago), it was determined that radioactive liquid releases are being made routinely from the Zion Station by means of an unmonitored pathway via the fire sump to the plant discharge.
Samples from this release path indicate low levels of tritium (4 x 10-3 uC1/ml) in water which originates from the plant secondary system and is drained or pumped to the fire sump through temporary hoses. The tritium levels do not exceed any technical specification limits.
It is estimated by Region III that as much as 1000 curies of tritium per year might have been released by this pathway.
Because this facility has been considered a "zero release" facility, high press interest is expected.
The ACRS staff was informed of this discovery by IE Headquarters on May 24, 1977, since their forthcoming meeting on June 9, 1977 will cover Zion's M.3 operational history.
Region III plans to inform the State of Illinois Commerce Commission and the Illinois Department of Public Health. Testimony provided by Region III at the Fall 1976 rate hearings stated that the facility was essentially a "zero release" facility.
