TASK ORDER STATEMENT OF WORK Material Control and Accounting (MC&A Chemical Analysis Methods)

Title:

FCSS Regulatory Guidance Task Order Contract - Task Area 2 Task Order Number: 1

1. Obiective The objective of this task order is to update Regulatory Guide 5.4, Standard Analytical Afethods for the Afeasurement of Uranium Tetrafluoride (UF) and Uranium Hexafluoride (UF) and Regulatory Guide 5.5, Standard Afethodsfor Chemical, Afass Spectrometric, and Spectrochemic'al Analysis ofNuclear-Grade Uranium Dioxide Powders and Pellets to account for changes in agency name, regulations, and relevant changes to acceptable standards for chemical analysis of these materials. Regulatory Guides 5.4 and 5.5 were issued by the former Atomic Energy Commission (AEC) in February,1973, and have never been revised. They endorse national standards for chemical analysis of uranium forms used in nuclear fuel conversion, enrichment, and fabrication activities. Since then, the Regulatory Division of the old AEC became the NRC as a result of the Energy Reorganization Act of1974. New requirements for measurement control programs were adopted in the Code of Federal Regulations Title 10 Sections 70.57 and 70.58 (10 CFR 70.57 and 70.58). Requirements for material control and accounting for special nuclear material (SNM) oflow strategic significance and for fonnula

. quantities of strategic SNM were revised and moved to 10 CFR Part 74.

2. Level of Effort it is estimated that this project will take approximately 0.3 full time equivalent (FTE) to complete.
3. Period of Performance The period of performance for the work specified in this task order shall commence on the effective date of this task order and shall continue for approximately 15 months.
4. Scone of Work The contractor shall provide technical assistance to the Office of Nuclear Material Safety and Safeguards / Division of Fuel Cycle Safety and Safeguards / Regulatory & International Safeguards Branch (NMSS/FCSS/FRIB) by recommending the revisions for Regulatory Guide 5.4, Standard Analytical Afethodsfor the Afeasurement of Uranium Tetrafluoride (UF) and Uranium Hexafluoride (UF), and Regulatory Guide 5.5, Standard Afethodsfor Chemical, Afass 2.1-1

Spectrometric, and Spectrochemical Analysis ofNuclear-Grade Uranium Dioxide Powders and Pellets. The scope of this effort includes:

a) Change references to the regulatory agency from the Regulatory Division of the Atomic Energy Commission to the Nuclear Regulatory Commission, and to include, as appropriate, references to cunent regulations, particularly 10 CFR 70.57,10 CFR 70.58, l and 10 CFR Part 74; b) Update by making suggested revisions, as appropriate and justifiable by a regulatory analysis (see section e below), of these guides to more recent versions of the national standards.

c) Review NUREGICR-2078, Handbook ofNuclear Safeguards Afeasurement Afethods, and recommend whether or not it should be cited in the revised guides as an acceptable alternative standard. Ir.clude basis for recommendation.

d) Add any developments in chemical analytic methods for measurement of uranium in the j fuel enrichment and fabrication industry that NRC licensing and inspection staff can j adopt as acceptable alternatives to the other methods endorsed by these guides.

e) Develop one of the following: (1) a brief regulatory analyses or value/ impact statements for inclusion in the revised guides, or (2) an inclusion of references to existing analyses for the previous version of the guides, or (3) an inclusion of references to a current and valid existing analysis that was prepared for a related rule which includes the impacts associated with the draft guides.

5. NRC-Furnished Material (s)

NRC shall provide the contractor with both paper and disk copy formatted in Wordperfect 6.1 (if available) of:

6. Meetings and Travel All travel associated with this task order shall be approved in advance. All such travel shall result in trip reports, which may be issued separately or as part of the next monthly letter status report. Copies of separately issued trip reports shall be submitted within 15 days of the completion of travel. It is estimated that a minimum of 3 trips to NRC Headquarters will be needed for the purpose of: (1) discussions with NRC on work requirements of each task order, prior to commencing work; and (2) discussions with NRC on development of contractor products as circumstances warrant. When practical, telephonic conference calls shall be held in lieu of meetings at NRC Headquarters.

It is estimated that this Task Order will require contractor travel for attendance at the following meetings, as needed, a) One-day kick off meeting at NRC headquarters to discuss the contractor's technical approach and milestones, and for contractor discussions with knowledgeable NRC MC&A inspection and/or licensing staff.

b) One-day meeting at NRC headquarters for information gathering and discussions with knowledgeable NRC MC&A inspection and/or licensing staff.

c) One-day meeting at NRC headquarters to discuss NRC comments on each draft guide.

7. Deliverable Products / Schedule The contractor shall prepare all deliverables in Wordperfect 6.1, unless directed otherwise, and submit this to NRC with a paper and disk copy as detailed in the schedule below. Letter reports, draft reports and final technical repons shall be edited and reviewed by the Contractor and checked in accordance with good document quality assurance practices prior to delivery to the NRC. Draft products will be noted as such by une of a watermark. Final technical repons shall be presented to NRC in " camera-ready" form and ready for NRC publication.

a) Within 3 weeks after issuance of this task order, the contractor shall provide NRC a letter report describing nationai standards that the contractor proposes be endorsed by the subject guides, and reasons for recommendations.

b) Within 3-4 weeks after receipt of(a) above, NRC shall review and prcvide comments to the contractor.

c) Within 6-8 weeks after issuance of this task order, the contractor shall provide NRC a letter report discussing review of NUREG/CR-2078 and any developments in chemical 2.1-3

analytic methods for measurement of uranium in the fuel enrichment and fabrication industry proposed for inclusion in the guides.

i d) Within 3-4 weeks after receipt of(c) above, NRC shall provide comments to the contractor. ,

e) Within 2 weeks after (d) above, the contractor shall provide NRC a draft outline. of the proposed format (s) and content (s) for revising Regulatory Guide 5.4 and 5.5.

L f) - Within 3-4 weeks after receipt of(e) above, NRC shall review and provide comments to the contractor.

g) Within 1-2 weeks after receipt of NRC comments in (f) above, contractor shall provide final outline (s) to NRC.

h) Within 10-12 weeks after issuance of this task order, the contractor shall provide NRC a letter report containing draft Regulatory Analysis (Analyses *) or reference to a current and valid existing regulatory analysis.

i) Within 3-4 weeks after receipt of(h) above, NRC shall provide comments to the contractor.

j) Within 2-5 weeks ** after completion of the fimal outline in (g) above, or within 1-2 weeks i after receiving NRC comments in (i) above, whichever is later, contractor shall provide the NRC with the first draft of a formal report containing recommended text for the revised guidance documents, incorporating changes to draft portions based upon NRC comments provided in (b), (d) and (i) above.

k) Within 3-6 weeks after NRC receipt of the draft document in (j) above, NRC will provide comments to the contractor.

1) Within 2-4 weeks ** after contractor receipt of NRC comments in (k) above, contractor will provide NRC with the revised draft report.
