Gentlemen:
This refers to the special safety inspection conducted by Messrs. M. P. Huber-

and J. F. Smith of this office on June 28-30 and August 3, 1988, of activitias
at Zion Station, Unit 1, authorized by NRC Operating License No. DPR-39
and to the discussion of our findings with Mr. G. Pliml and others of your ,
staff at the conclusion of the inspection. This inspection was conducted to
review the technical aspects of MSSV testing methods.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel,
i No violations of HRC requiremerts were identified during the course of this
inspection. Potential enforcement action resulting from the resident
inspectors' investigation of events associated with the discovery of
out-of-tolerance safety valves, as discussed in NRC Inspection Reports
,
50-295/88013 and 50-304/88014, will be the subject of separate correspondence.
In accordance with 10 CFR 2.790 of the Coninission's regulations, a copy of ,
