Gentlemen:
- This refers to the inspection conducted by Mr. W. R. Bennett of this office
during the period July 5-31, 1988, of activities authorized _by NRC Operating-
License DPR-46 for Cooper Nuclear Station-and to the discussion of our
findings with Mr. G. R. Horn and other members of your staff at the conclusion
of the inspection.

Areas examined during the inspection included Licensee Event Report followups
,
operational safety verification, monthly surveillance and maintenance
observations, radiological protection, and security.
Within'these areas, the
inspection consisted of selective examination of procedures'and representative
records, interviews with personnel, and observations by the NRC inspector.
The
