Supplemental Information Gentlemen Proposed changes to the Seabrook Station Technical Specifications were submitted by Reference (c).
Those changes represent a combination of Generic Letter 88-06 (Reference (b)) and the current New Hampshire Yankee (NHY) organizational structure.
In order to clarify the initial submittal (Reference (c)), NHY provides the following supplemental information regarding safety considerations for the proposed changes:
New Hampshire Yankee has reviewed the proposed changes utilizing the criteria specified in 10CFR50.92 and has determined that these proposed changes are admini1trative in nature and as such would not 1.
Involve a significant increase in the probability or consequences of an accident previously evaluated.
Since all existing operating restrictions would remain.itact, there could not be any significant increase in the probability or consequences of an accident previously evaluated, 2.
Create the possibility of a new or different kind of accident from any previously evaluated. Involve a significant reduction in a margin of safety.
The deletion of organization figures from the Technical Specifications and revisions to reflect NHY organizational structure do not involve a significant reduction in a margin of safety.
Based on the considerations contained herein, it is concluded that there is reasonable assurance that operation of Seabrook Station, consistent with the proposed Technical Specifications, will not endanger the health and safety of the public.
