ENCLOSURE.1 NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325 and 50-324 Brunswick Units 1 and 2 License Nos. DPR-71 and DPR-62 The following . violations were identified during an inspection conducted on December 1-31, 1985. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR 50 Appendix C).

1. 10 CFR 50, Appendix B, Criterion XVI, Corrective Action, as implemented by the licensee's accepted QA program (FSAR chapter 17.2.16), requires that conditions adverse _to quality be promptly identified and corrected.

Contrary to the above, conditions adverse to quality were not corrected in

that:

a. Although Annunciator Panel Procedure UA-23 required the performance of a ground isolation procedure in response to a "250 V Battery Bus A Ground" alarm, the alarm was received and disabled on or before January 1, 1985_and, as of December 13, 1985, no ground isolation procedure was performed on Battery Bus A.
b. Temporary heat tracing, required by work request and authorization 1-E-85-607, was removed on October 28, 1985, from around the Unit 1 Condensate Storage Tank HPCI suction transfer level switches, E41-LSL-N002 ' and N003, without any permanent corrective action. in place. The _ heat tracing had been installed to correct a freezing problem found on January 23, 1985 and as of December.23, 1985, permanent corrective action had still-not been taken.

This is a Severity Level IV violation (Supplement I), applicable to Unit 1.

2. 10 CFR 50, Appendix 8, Criterion V, Instructions, Procedures and Drawings, as implemented by the licensee's accepted QA program (FSAR chapter 17.2.5),

requires that activities affecting quality shall be prescribed and accomplished using documented procedures and drawings. FSAR Section 17.2.5 requires 'that procedures contain prerequisites, precautions, acceptance criteria and checklists,

a. Contrary to the above, procedures did not contain prerequisites, precautions, acceptance- criteria and checklists in that a procedure without. these requirements, AOI-28, Cold Weather Bill Action Items, was used to check freeze protection circuits that protected the safety-related Condensate Storage Tank level switches.

Contrary to the above, activities affecting quality were not accom-plished using documented drawings in that although Unit 2 drawing 9527-L-2260 required longer bolts be used to mount level switch E41-LSL-N003, longer bolts were not used, leading to insufficient thread engagement for three of four mounting bolts.

This is a Severity Level IV violation (Supplement I), applicable to Units 1 and 2.

Pursuant to 10 CFR 2.201, you are required to submit to this office within thirty days of.. the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the all.eged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been~taken and the results . achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or sa#eguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
