FEB 0 31986 Gulf States Utilities ATTN: William J. Cahill, Jr.

Senior Vice President River Bend Nuclear Group P. O. Box 2951 Beaumont, Texas 77704

Dear Mr. Cahill:

There are several regulatory issues I believe could usefully be discussed not only between us but also among utility people. The value of several perspectives is apparent to me. Therefore, I propose to hold a meeting to which you and your counterparts from other Region IV utilities are invited in our Arlington office on March 19, 1986, at 8:30 a.m.

I expect we will adjourn -

I before noon.

Among the topics we will explore are:

1.

Utility. allegation management systems; 2.

RIV's approach to emergency response; 3.

Operator requalification testing; and 4.

Section 210 of the Energy Reorganization Act and 10 CFR 50.7.

You are invited to bring along a colleague, or two.

If you plan to attend, please notify us. Should you have questions, call me or Paul Check.

Sincerely, i
