It is respectfully requested that Special Nuclear Material License No.
SNM 1050 (due to expire April 30, 1988 by License Amendment No. 9 dated Novem-ber 17, 1987 and requested by letter dated February 2, 1988 to be amended in the interim to allow use of a dif ferent storage location for the fuel and non-destructive check of welds on the stored pins) be extended for four (4) months under the storage only conditions established by Amendment No. 5 to the Li-cense, dated August 26, 1983 except as noted in the February 2,1988 amendment request allowing movement from Room 3 to Room 5 and NDT on a large number of the pins in smll lots. The University of Florida Safety Review Subcommittee (SRS) for the UFSA Facility covered by this license reviewed the status and conditions on January 28, 1988 and again en March 22, 1988 and concluded that all safety requirements are met.
The present status of the UFSA facility covered by SNM-1050 is essen-tially as noted in the February 2, 1988 letter requesting the amendments. How-ever, significant progress has been made in the following areas:
1 As indicated in the February 2, 1988 submission, a decision has been made not to attempt to relicense the facility as a suberitical assembly at least in the near future (documented at March 22, 1988 Safety Review Sub-committee meeting). Some of the fuel (1000-1500 pins) will be nondestruc-tively tested per the Febuary 2 SNM-1050 license amendment request and eventually, if verified to have adequate welds, about 1000 pins will be transferred to the University of Florida Training Reactor license (R-56),
probab?.y within two years.
2.
The plans to ship up to 1200 of the SPERT pins to a secure Department of Energy experimental facility at the Oak Ridge National Laboratory have been postponed. Since the Quality Assurance Program Plan will remin in effect, these pins my be shipped at a later date; however, there can be no firm plans to ship them to ORNL until the Department of Energy mkes a decision on returning to operation the ORNL reactor where these pins were to be used for an experiment.

As an update to the facility status delineated in Paragraph 4 in the' Feb-ruary 2,1988 letter, the Facility Room and the adjacent control panel.
and instrumentation area (Room 8) have been cleared out. As of March 25, the Facility Room (Room 5 on attached diagram) and the current fuel storage-Room '3 have been completely decontaminated and surveyed to assure suitability for unrestricted use though Room 5 will remain a restricted area while Room 3 is returned to unrestricted use. At this time the Fa-cility Room (Room 5) requires only that some equipment be moved out and then it will be ready for the transfer of fuel from-the current storage Room 3 per the amendment request of February 2, 1988.
The University of Florida Safety Review Subcommittee for the UFSA Fa-cility covered by this license reviewed this request and the status and condi-a tions of the Facility.again or. March 22, 1988 and has concluded that the safety requirements are fully met and that this additional 4 month license ex-tension subject to the amendments requested in the February 2 letter will as-sure safe transfer and. storage of the UFSA fuel in the Facility Room (Room 5) and that the necessary NDT ' checks are made on SPERT fuel planned to be used at the UFTR on the (R-56) license. On -completion of these usage activities
( transfer and NDT), this will allow us to submit a' license renewal application

for storage only of the fuel held under.the SNM-1050 license following the standard format guide.
