Our safety evaluation of July 16, 1987, as clarified by our letter dated March 21, 1988, in regard to Systematic Evaluation Program Topic III.6, Seismic i

Design Considerations, offered alternate design criteria in regard <to the seismic reanalysis and installation of safe shutdown piping supports at the Yankee Nuclear Power Station.

Use of certain alternate design criteria not previously approved by the staff, would require a case-by-case review by NRC; Yankee was concerned that such a review process would extend the completion schedule for this reanalysis.

We were informed by your staff by telephone on June 27, 1988, that Yankee will use only those seismic reevaluation and retrofit criteria that were previously review:d and approved in our July 16, 1987 safety evaluation and as clarified in our March 21, 1988 letter.

Related to the Seismic Upgrade of the Yankee Plant" provides acceptable 1

alternatives to case-by-case review by the NRC. However, one topic, the main steam / feed water system seismic reanalysis will require NRC review prior to system modification.

In regard to seismic anchor motions, the use oi the square root of the sum of the souares combination of Vapor Container and Reactor Support Structure seismic

anchor motions will require justification, and staff review.
