SUBJECT: INSPECTION OF COMANCHE PEAK DESIGN VALIDATION PACKAGES:

50-445/88-29,50-446/88-25

Dear Mr. Counsil:

This letter fomards the results of the subject inspection conducted by the

NRC's Office of Special Projects (OSP). The inspection team was comprised of

personnel from OSP as well as contractors. The inspection took place from

February 22 through March 29, 1988 at Stone a Webster offices in Boston,

Massachusetts and Cherry Hill, New Jersey and at Ebasco offices at Comanche

Peak Steam Electric Station. The team reviewed the TU Electric Design Valida-

tion Packages (DVP) in the areas of mechanical / fluids systems, electrical,

and systems interaction. For these areas, the review covered both the design

criteria and design criteria implementation. For the Systems Interaction

Program, the team perfonned field walkdowns in order to evaluate those

performed by Ebasco.

This inspection complements the NRC's previous reviews of DVPs which are docu-

mented in Inspection Reports 50-445/87-19,50-446/87-15, dated October 15, 1987

and 50-445/87-37, 50-446/87-28, dated February 8, 1988. The enclosed report

notes that there are two significant areas that the team was unable to review

since they were not complete, i.e., pipe break safe shutdown analyses and

voltage profile calculations down to 480Vac motor control centers. These

have been identified as Open Items S-30 and E-34, respectively. As was done

in the previous reports, the enclosed report identifies technical Open Items

in cases where (1) design criteria were considered inconsistent with the FSAR

! or industry standards or (2) additional justification and/or analysis was

necessary to confirm existing designs or hardware. Our final conclusions on

l the design validation process will be based on a followup inspection which will

l include resolving Open Items identified in this and the previous inspection

l

reports and additional inspections (as noted previously) of design areas not yet

l

inspected. To support the followup inspection, you are requested to provide a

written response to this inspection report. Your response should address the

Open Items, their safety significance, and the extent that these items may

pertain to documents not reviewed by the NRC.

This NRC inspection has included documents in the review sample that were

also reviewed by the TV Electric Engineering Functional Evaluation (EFE)

Program, as well as other documents. We will require that you review this NRC

report with regard to (1) significant items identified by the team (which you

would expect EFE also to have identified) which EFE failed to identify and I

(2) significant items identified by the team for documents not in EFE's i

review scope, i.e., to determine whether this scope is adequate.

In sumary, the following actions are required for the NRC to complete its

review of Design Validation Packages and the Project Status Reports: (1)

additional inspections for Open Items S-30 and E-34, (2) TV Electric's written

response to all Open Items identified in NRC design inspections, (3) TV

Electric's review of NRC results with regard to potential enhancement of the l

EFE program, ano (4) NRC followup inspections as required to assess TU Electric's  !

actions, i.e., (2) and (3). Your prompt actions are requested as it is our

intent to reflect all of the above matters in the Safety Evaluation Report (s)

on the Project Status Reports for these disciplines. The NRC followup inspec-

tion scheduled for the week of April 25, 1988 at Stone and Webster offices in

Boston, Massachusetts is intended to accomplish (4) above, to the extent that

TU Electric actions are completed at that time. Additional followup inspections )

In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosure
