1.0 INTRODUCTION
l In a letter dated January 19, 1988, Wisconsin Electric Power Cocoany (the licensee), substitted an application for amendment for the Point Beach, Units 1 and 2, operating licenses. The proposed amendments would make numerous administrative changes to the Technical Specifications (TS).

changes include correction of misspelled words, inclusion of more complete and accurate TS Bases, revision of TS numbering, revision of TS references, and revisions to achieve format consistency with other TS.
2.0 EVALUATION The licensee's proposed changes to the Point Beach, Units 1 and 2. Technic &l Specifications consist of 10 administrative changes to the current TS. Each proposed change, as identified in the licensee's January 19, 1988 letter, is evaluated below.
Change i would revise the Basis of TS 15.3.5 to provide a more complete and accurate description of the subcooling instrumentation and the various inethods available to assess subcooling margin. Change 2 revises tt.e wording of TS Table 15.3.5-1, item 5. Setting Limit, to I
be consistent with the Setting Limit wording for Item 0 of the same table.

l Chariges 3, 4, 5, and 10 correct misspelled words in various TS and are i

reissuance of Part 55, as discussed in 51 FR 9453, in which "Appendix A" was incorporated into the body of Part 55.

Change 7 revises the numeric designations of TS 15.6.5.3, 15.6.5.4 and 15.6.5.5 to TS 15.6.5.2,15.6.5.3, and 15.6.5.4 respectively, to establish sequential numbering of TS Section 15.6.5.

2-Change 8 changes the word "audit" to the word "review" in TS 15.6.5.5.
The proposed change would make the wording of the TS consistent with 10 CFR 50.54(4), which specifies the use of "review." The proposed change is acceptable.
4 Change 9 modif tes the Reference (2) to TS 15.7.5 to read "FSAR, Section 2" to reflect the deletion of Appendix 2A from the Final Safety Analysis Report.

The staff has reviewed the above changes and concludes that these changes are administrative in nature and have no effect on safety, and are, therefore, acceptable.
ENVIRONMENTAL CONSIDERATION These amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendmerits meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
CONCLUSION The staff has concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
