DOCKETS 50-266 AND 50-301 TECHNICAL SPECIFICATION CHANGE REQUEST 122 ADMINISTRATIVE CHANGES POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In accordance with the requirements of 10 CFR 50.59 and 50.90, Wisconsin Electric Power Company (Licensee) hereby submits an application for snendments to Facility Operating Licenses DPR-24 and DPR-27 for Point Beach Nuclear Plant, Units 1 and 2.

These amendments are administrative in nature, correcting or clarifying several items in the specifications. Affected Technical Specification pages, with the changes identified by margin bars, are attached.

Each of the requested changes follow, in numeric order, along with a brief explanation:

1. TS 15.3.5, Basis; Page 15.3.5-5 The descriptions of the subcooling monitor instrumentation, back-up instrumentation, and methods available to calculate the subcooling margin have been revised. The new basis paragraph provides a more complete and accurate description of the various methods available to assess subcooling margin.

2. TS Table 15.3.5-1, (Page 1 of 2); Item 5, Setting Limit The existing wording "d/p corresponding to 50.66 x 10' lb/hr at 1005 psig" is changed to read '3 d/p corresponding to 0.66 x 10 6 lb/hr at 1005 psig." The new wording is provided for clarification, since the instrument itself measures differential pressure. This wording is also consistent with the Setting Limit entry for line Item 6 of the same table.

3. TS 15.3.10, Basis; Page 15.3.10-15

.The spelling of "perturbation" is corrected.

4. TS 15.3.10, Basis; Page 15.3.10-16 The spelling of "concomitant" is corrected.
5. TS 15.4.4, Basis; Pages 15.4.4-12, 15.4.4-13, and 15.4.4-14 The spelling of "preoperational" is corrected.
6. TS 15.6.4.1; Page 15.6.4/5-1 Reference to "Appendix A" of 10 CFR Part 55 is deleted.

This change reflects the recent reorganization and reissuance of Part 55, as delineated in 52FR9453, in which "Appendix A" was removed.

7. TS 15.6.5.3; TS 15.6.5.4, and TS 15.6.5.5 Pages 15.6.5-4 through 15.6.5-8 The numeric designation of the Specifications is changed to 15.6.5.2, 15.6.5.3, and 15.6.5.4 to establish sequential numbering of Section 15.6.5.

8. TS 15.6.5.5; Page 15.6.5-8 The language of TS 15.6.5.5 is modified. The word "audit" is replaced with "review" in both the specification title and first sentence. The first sentence is also modified to state that an annual review of the "Emergency Preparedness Program" shall be conducted. These changes are consistent with the language of 10 CFR 50.54(t) and NUREG 0654/ FEMA-REP-1, Rev 1,Section II.P.9.
9. TS 15.7.5, Basis; Page 15.7.5-8 Reference (2) to the specification basis is modified to read "FSAR, Section 2" to reflect the deletion of Appendix 2A from the FSAR.
10. TS 15.7.7.C; Page 15.7.7-2 The spelling of "anemalous" is corrected in two locations.

As required by 10 CFR 50.91(a), we have evaluated these changes in accordance with the standards specified in 10 CFR 50.92 to determine if those proposed changes constitute a significant hazards consideration. 10 CFR 50.92(c) states that a proposed amendment involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not (1) involve a significant increase in the probability or consequences of an accident previously evaluated, (2) create the possibility of a new or different kind of accident from any accident previously evaluated, or (3) involve a significant reduction in a margin of safety.

The administrative nature of the proposed changes precludes applicability to the first two criteria. Since the changes only affect the structure and format of the Specifications and  :

involve no physical change to the facility or changes to procedures, there is no effect on previously analyzed accidents and a new or different kind of accident cannot be created. The ,

third criterion is also not applicable for the same reason.  ;

The nature of the changes will not affect any margins of j safety. We have, therefore, determined that the proposed j amendments will not result in a significant hazards i consideration.
