- COMMENTS:
I commend the staff for presenting viable options to address the Commission's request for a clearly defined set of criteria for events to be included in Appendix C of the Abnormal Occurrence (AO) report.
In reflecting on this issue, I have concluded that the December 19,1996, AO policy statement should remain as the guidance for assembling the Annual AO Report to Congress. Continuing with this policy will preserve the agency's flexibility to exercise judgment in determining what is worth including in the report. The Commission's collegial process should be exercised in order to approve the report's issuance. Accordingly, I disapprove all options provided in this paper.
