COMMISSIONER DIAZ' COMMENTS ON SECY-98-165 I approve the staff's recommendation to publish the proposed rulemaking package in the Federal Register notice for a 75-day public comment period.
l To avoid potential misinterpretation of the Commission's intent, I suggest that paragraph (a)(4)
L of the proposed rule be clarified to indicate that it is not necessary to use PRA methodologies for the assessment. 'For example, clarification could be added after the first sentence of the proposed (a)(4) to read; "The assessment should be performed at a level commensurate with the plant status and complexity of the plant configuration. This assessment could be qualitative or quantitative, using deterministic or probabilistic methods or an integrated assessment with both methodologies, as appropriate."
l The staff si>ould work with stakeholders to issue the regulatory guide (endorsing the revised NUMARC 93-01) for the revised 50.'5S rule as soon as possible.
