l I approve the staft's proposed rulemaking plan with the following comments.
The NRC has developed a more accurate method for characterizing the radiological source term associated with design basis accidents. This methodology was utilized in the certification reviews for
~ the ABB/CE System 80+ and the AP-600 reactors. The methodology offers the double benefit of l
. allowing more accurate assessments of the potential consequences of postulated accidents, and allowing.
licensees to focus on those accident mitigation systems which will provide the greatest safety benefit. I commend the staff for working to develop this proposed rulemaking.
Staff should issue the proposed rule for comment as rapidly.as possible. This will maximize the potential for Agency stakeholder involvement in this important effort.
l It is my policy goal that licensees be allowed to utilize the more accurate source term methodology in.
the most flexible manner consistent with the maintenance of a clear, logical, and consistent plant l
- design basis. The staff's process for implementation of this policy goal should be spelled out in the Regulatory Guidance for the rule.
