Gentlemen:

My letter of May 9, 1988 submitted proposed License amendments (pursuant to 10CFR50.4 and 50.90) to facility operating licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively. The proposed amendments correct several technical specification problem areas identified as a result of the evaluation of a gradual decrease in indicated Delta-T incident at McGuire Unit 2, and correct an unrelated action statement wording error.

Attached is the final Westinghouse report (dated October 30, 1985) on the coolant' Delta-T reduction experienced at McGuire Unit 2. This Westinghouse evaluation was referenced in the Licensee Event Report (LER 370/85-24) included in the May 9th submittal in support of the proposed License amendment request, and was requested by Mr. S.S. Kirslis of your staf f in telecons on July 26, 28, and August 1, 1988 with Mr. P.B. Nardoci, et. al. (DPC) during which various aspects of the subject amendments were discussed. Note that while this evaluation is not needed to support the License amendment request per se, it is being provided in order to facilitate a general understanding of the Delta-T incident which precipitated the subject technical specification changes.

Since this letter contains information supplementing that provided in my May 9, 1988 sumittal which is currently under review and is bounded by the contents of that submittal, the previous amendments, justification and safety analysis, and significant hazards considerations remain valid, and no additional amendment fees are necessary.
