SUBJECT:
SUBMITTAL 0F QUALITY ASSURANCE PROGRAM FOR PLANT OPERATIONS Your October 1, 1987, submittal of the Waterford 3 Steam Electric Station (W3SES) Quality Assurance Program for Plant Operations has been reviewed by Region IV. We have also reviewed Revision 1 (12/87) to the W3SES FSAR, Section 17.2 which appears to be identical.
In our letter dated November 19, 1987, we advised you that your October 1, 1987, submittal had not been reviewed by Region IV.
Based on our review, we have found that these revisions contain the following changes which apparently lessen your comitments or have apparent inconsistences.
Your rationale for making these changes without prior approval is requested.
The term "safety-related" has replaced "quality-related." Verification is requested that this does not result in a lessening of comitment relative to FSAR Table 3.2.1.
The change in paragraph 17.2.1.2.2 covered by Coment 006 appears to downgrade the Safety Review Comittee and is, therefore, an apparent lessening of a commitment.
Paragraph 17.2.1.2.2 deletes the annual Management Audit, an apparent lessening of commitment. A sumary overview of normal audits is not equivalent to an annual management audit.
The deletion of paragraph 17.2.1.2.5.1.g appears to be a lessening of a comitment, as does the deletion of paragraph 17.2.1.2.5.2.
New paragraph 17.2.1.3.2 references paragraph 4.4.5 of ANSI /ANS-3.1-1978 for the qualifications of the Nuclear QA Manager.
The change in paragraph 17.2.2.6.d is an apparent lessening of a comitment.

You are requested to provide a rationale for the changes in Figure 17.2-1 and a matrix showing that all functions identified in the previous revision are contained in the new Figure 17.2-2.
