The Nuclear Regulatory Commission has amended Facility Operating License No.

OPR-73 to fonnally incorporate the Recovery Mode Proposed Technical F

Specifications (PTS), established by the February 11, 1980 Order of the

Director oP Nuclear Reactor Regulation, as amended Trom time to time. This amendment is designated as License Amendment No. 26.

On October 22,'1985, the Atomic Safety and Licensing Board (ASLB) was served e.

with a joint motion from the Environmental Coalition on Nuclear Power (ECNP),

the NRC staff, and GPU Nuclear Corporation; the remaining parties involved in the Three Mile Island Unit 2 proceeding. This motion requested ASLB approval of the joint stipulation submitted by the parties for the purpose of resolving

all remaining proposed contentions. On November 8,1985, the ASLB issued an order approving the joint stipulation, dismissing ECNP from the proceeding and

[y dismissing the proceeding. As a result of the tennination of the proceeding, j

the PTS no longer constituted a recognized issue of contention.

3 The PTS have been revised by several Amendments of Order issued subsequent to k,

the February. 11, 1980 Order of the Director of Nuclear Reactor Regulation.

Each Amendment of Order was issued with an accompanying staff safety y@

evaluation and an appropriate environmental review, which together provided

tne basis for our approval of each revision to the PTS. A copy of the PTS, as y

revised by appropriate Amendments of Order, is enclosed.
