NIGHTTIME EMERGENCY NO EICATION (COMSECY-85-9)

The Commission has reviewed the EDO Memorandum of December 11, 1985 and FEMA's letter of December 6 and believes a discussion of this subject is necessary. Commissioners Roberts and Zech do not believe a discussion is necessary and agree with the staff's views that no generic action need be taken by the Commission on this issue.

As a first step, the Commission requests the staff to provide additional clarification of the information in the FEMA letter and in the EDO memo leading to the conclusion that siren systems can be expected to arouse and alert approximately 90% of EPZ residents during a nighttime emergency. Following receipt of the staff's clarification, the Commission will determine what type of discussion will be required.
