Gentlemen:

This refers to the inspection conducted by Messrs. G. A. Pick and R. J. Evans of

this office during the period March 8-10, 1988, of activities authorized by NRC

Operating License R-88 for the Kansas State University Nuclear Reactor Facility,

and to the discussion of our findings with yourself and other members of the

Kansas State University staff at the conclusion of the inspection.

.

Areas examined during the inspection included organization, logs and records.,

procedures, surveillance, requalification training, review and audit, and

experiments. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with personnel,

and observations by the NRC inspectors. The inspection findings are documented

in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements.

Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice of

Violation enclosed with this letter.

Also during this inspection, it was found that certain of your activities

appeared to deviate from a commitment made to the NRC.

This item and reference

to the commitment is identified in the enclosed Notice of Deviation. You are

requested to respond to this deviation in writing.

Your response should be

based on the specifics contained in the Notice of Deviation enclosed with this

letter.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph,2 of the enclosed report.

The responses directed by this letter and the accompanying Notices are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
