Inspection 50-320/88-10
This refers to the routine safety inspection conducted by site inspectors from
June 5 - July 7,1988, of activities authorized by NRC License No. DPR-73 and to
discussions of our findings held by Mr T. Moslak of our office with N. . R. Rogan
and other members of your staff on July 7,1988.
Please note that we documented the results of the management meeting of July 1,
1988, concerning the number of events which were attributable to human performance
causes. Although no significant safety or radiological consequences resulted,
certainly the potential for such consequences was there. We understood that you
shared our concern on these events; you were not content with the leveling off of
performance as reflected by your performance indicator system; and, you took or
planned corrective actions oriented toward enhancing performance. Tentatively we
considered these actions acceptable.
We plan to closely monitor your progress in the effective management of the human
element considering unique conditions at TMI-2.
Accordingly, no response.to this
report is required unless there are misunderstandings in the documentation of the
subject management meeting. Your cooperation with us is appreciated.
