BWR PERMANENT HYDR 0 GEN WATER CHEMISTRY (HWC) INSTALLATION.

RE: James A. FitzPatrick Nuclear Power Plant The topical report "Guidelines for Permanent BWR Hydrogen Water Chemistry Installations - 1987 Revision" (EPRI NP-5283-SR-A), dated September 1987, resolves Generic Issue No.136, "Storage and Use of Large Quantities of Cryogenic Combustibles on Site," as it pertains to HWC installations. The "Guidelines," prepared by the BWR Owner's Group, has been reviewed by the NRC staf' and found acceptable for referencing in the evaluation of the safety of permanent HWC installations. The staff's SER is published in the foreword of the report.

A licensee who meets the "Cuidelines," or provides justification that any exception or deviations will not affect the safety of the public or the plant, may implement HWC in accordance with 10 CFR 5J.59, provided that no technical specification (TS) changes are required in support of implementation. After HWC installation, the staff would visit the site. to review systems diagrams, piping layouts, system equipment from the storage facilities to the hydrogen and oxygen injection points, and the 10 CFR 50.59 a.'alysis itself. Since you previously informed us that no TS change will be requi:ed to support the FitzPatrick HWC installation, you may proceed in this mani '-

Prior to issuance of the "Guidelines," our guidance to licensees was,that NRC approval would be required prior to HWC implementation, whether i TS change was needed or not. Accordingly, you submitted a description of ,iour HWC system and request for approval by [[letter::JPN-88-008, Forwards Hydrogen Water Chemistry (HWC) Sys for Plant for Review & Approval.Implementation of HWC Sys Will Help Mitigate IGSCC in Stainless Steel Recirculation Piping. If you elect to proceed with HWC implementation under 10 CFR 50.59, no-further staff review of your March 15, 1988 submittal will be conducted by the staff at this time;
