Enclosed please find an application from Martek Corporation for a license to export 225.5 kilograms of heavy water to Canada. The heavy water will be upgraded and returned to the United States.
Before taking action on this request, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
