The staff with the assistance of cur consultant from Brookhaven National Laboratory (BNL) has determined that the respcnse provided does not adequatcly ruolve either the generic concerns or the cqui ent specific issues raised as a result of the audit. This concern was the subject of conforcr,ce calls held on January 21, 1986 and will be the subject of a r:ceting that is scheduled at the Sargent and Lundy offices in Chicago on January 28, 1986 between the staff, Illinois Pcwer Con pany, BliL and Sargent and Lundy. The enclcsure provides the details of the staff's concern and requests that Illinois Power Corpany provide the pertinent information needed to acequately eddress this issue to the staff's satisfaction.

The inforrration needed to resolve this issue should be identified during the Jaruary 28, 1986 n:eeting and shoulo provide the basis for your response to this recuest.

REQUEST FOR ADDITICNAL INFORMATION ON SEISMIC QUALIFICATION OF ACTIVE VALVES FOR CLINTON POWER STATION The staff has reviewed your November 5,1985 response to the open item -

identified durirg the staff's site audit conducted in August 1985, related to the qualification of active valves by analysis alone. The staff with the assistance of our consultant from Brookhaven National Laboratory (Bf;L) has deterrained that the response provided does not adequately resolve either the i generic concerns or the equipment specific issues raised as a result of the audit. This concern was the subject of conference calls held on January 21, 1986 and will be the subject of a meeting that is scheduled at the Sargent and Lundy offices in Chicago on January 28, 1986 between the staff, Illinois Power l Company, BNL anc Sargent and Lundy. The enclosure provides the details of the staff's concern and requests that Illinois Power Company provide the pertinent informaticn needed to adequately address this issue to the staff's satisfaction.

l , STAFF REQUEST FOR ADDITIONAL INFORMATI0ll ON SEISMIC QUALIFICATION CLINTON POWER STATION In response to the staff concerns regarding the qualification of equipment by analysis alone, Illinois Power has subnitted a " Position Paper." The staff has reviewed this " Position Paper," and has determined that it does not adequately resolve either the generic concerns or the equipnent-specific issues raised as a result of the audits for SQRT and FtGRI.

Our basic concerns which were discussed in detail with IP engineers during the audit are as follows:

The active valve assemblies were observed during the audits to be qualified by analysis only. Valve operability (e.g., flow interruption capability, i leakage, stroke capability, etc), can be adequately denonstrated by testing a prototype or similar valve assembly simulating seismic and the various i

operating loads (Ref. R.G. 1.48). When the test results of a similar valve

, asfembly are used, similarity between the two valves shall be demonstrated by considering all pertinent parameters including all differences. This information must be documented as part of the qualification process on a valve-by-valve b' asis. However, one should use extreme caution in judging similarity, and undue over simplification must be avoided.

Qualification by analysis requires the const-C ion of a valid mathematical mocel of the equipment in which the perl(<c.nr ;haracteristics of the equip-ment are the dependent vo-isbles and the mechanical /environnental/ seismic influences ere the independent variables. The validity of the mathematical mudel should bc justified by test data, operating experience, or physical f

laws of nature. .The data used to support the qualification of equipnent by analysis should be pertinent to the application and in an auditable fora.

The qualification steps as discussed during the audit are repeated as fellcws:

1. Prepare a list of all active valses.
2. Put the valves into appropriate groups based upon their similarity so far as valve operability is concerned.
3. Test a representative valve assembly from each group, or use existing test results, if available.
4. Address each valve and establish similarity with the tested valve repre-

, senting the group.

5. Provide the test data and the similarity analysis for SQRT review.

Extreme caution must be exercised in demonstrating similarity. If a valve assenbly does not belong to any of the tested valve groups, a separate test wi[1berecuired.

The applicant is, therefore, requested to provide the pertirent portion of the seisnic qualification documentations of a sufficient number of representative active valve assemblies for the staff review. Specific concerns as stated above should be adeqisately addressed to the staff satisfaction. The information needed to involve this issue should be identified during the nieeting scheduled between the staff, IF and S&L on January 28, 1986 and should provide the bases for your resronse to this request.
