Dear Mr. Gallagher:

This letter refers 'o the inspection conducted by Messrs. W. P. Haass, R. Pettis, and K. Naian. of this offict on April 18-22, 1988, at your facility in Monroeville, Pennsylvanie and to the discussions of our findings with Mr. R. Winemann and members of nur staff et the conclusion of the inspecticn.

The purpose of this inspection was to review the performance of activities by Westinghouse including evaluation, analysis, testing, determination of reporta-bility, and carrective action for several recent events at nuclear plants involving Westinsbouse supplied components and systems. The 10 CFR Part 21 reporting syster cf Westinghouse was also reviewed for conformance to the regulations and wo unresolved areas identified during the previous inspection were addressed.

The results of the inspection indicate that, in general, the handling of ths rcactor events by Westinghouse was acceptable in that your evaluation and analysis was quite thorough; however, for some of the events, evaluation and analysis by Westinghouse should have been accomplished more expeditiously.

Also, the threshold for repcetability under the provisions ef Part 21 appeared to be biased in tha direction of requiring a grcater i.mpact on efety than tha NRC staff considers is appropriate for reporting 'J4 der Part 21. A nonconformance to the Westinghouse procedure for the reporting cf defects under Part 21 was identified in that a recognized corrective action recomnenMtion error was not dccumerited as a Part 21 rmort until approximately t. years later.
