Gentlemen:

Millstone Nuclear Power Station Unit No. 3 Additional Information Natural Circulation System Comparison Report In Reference (1), the NRC indicated that verification of adequate mixing of borated water added to the reactor coolant system under natural circulation conditions and confirmation of natural circulation cooldown ability could be accomplished either by reference to the results of the tests from a plant similar in design or actual testing to be conducted at Millstone Unit No. 3.

On March 28 and 29, 1985, a boron mixing and cooldown test was performed at Diablo Canyon Unit 1.

This test (Reference (2)) demonstrated that the plant can safely be taken to cold shutdown under natural circulation conditions.

j Therefore, Northeast Nuclear Energy Company (NNECO) decided to provide a report to the NRC justifying the applicability of the results of the above test completed at Diablo Canyon to the Millstone Unit No. 3 design.

Accord-ingly, in Reference (3), NNEC0 submitted to the NRC the natural circulation system comparison report for Hillstone Unit No. 3.

The enclosed additional information (the revised Natural Circulation System Comparison Repcrt) concerning the plant systems and equipment that affect the natural circula-tion, boron mixing, cooldown capabilities of Millstone Unit No. 3 is being sent in response to the Staff's request made during a telephone conference between the NRC Staff and NNEC0 representatives on July 11 and 13, 1988.
