By. separate letter of the same date (Letter GDP 98-0168), the United States Enrichment Corporation (USEC) is submitting to the Nuclear Regulatory Commission (NRC) Revision 23 to the certification application documents for the Portsmouth Gaseous Diffusion Plant. As noted in USEC letter GDP 98-0168, changes to the following plans in Revision 23 contain National Security Information and/or Restricted Data:
United States Enrichment Corporation, Portsmouth Gaseous Diffusion Plant, Physical Security Plan, and Classified Matter Protection Plan for the Protection of Special Nuclear Material of Low Strategic Significance, Revision 23 These documents are al., considered to be proprietary commercial and financial information pursuant to 10 CFR 2.790(d)(1) and are exempt from public disclosure on that basis as well.
In accordance with 10 CFR 76.33(e),95.37, and 95.39, changes to this plan are being submitted under separate cover from the other portions of Revision 23.
