Dear Mr. Murley j In Reference (a), Commonwealth Edison requested a Technicel Specification change in Quad Cities Unit 1 in support of the modifications completed to achieve compliance with 50.62, Anticipated Transitat Without a Scrari ( A' INS) rule. In response to Reference (a), members of rwte staf f issued I revised Technical Specifications which incorporated modificat2ons to the Standby Liquid Control (SBLC) system. These Technical Specifications were transmitted to us in Reference (b) as AmendmSnt No. 106 t.o DPP.29.

In the review of Amendmer;t 106 to DPR-29, sevc,ral dif ferences werc identified from what was submitted to your staf.f for their ter!ew and approval.

Commonwealth Edison now i wishes to supplement Reference (c) so that this information may be reissued as I part of the Quad Cities Unit 1 Rotyped Technical Specification.

T.E. Murley August 2, 1988 Attached, please find a new copy of Figure 3.4-1, as well as page vil, titled "List of Figures to Quad Cities DPR-29 Technical Specifications, Appendix A". Please include this information in the Quad Cities Unit 1 Retype.

Additionally,'it was noted that information contained in the Safety Evaluation Report (SER) issued in support of knendment 106 to DPR-29 was not consistent with the newly approved Unit 1 SBLC tank volumes. The SER indicates that liquid poison volume was decreased from 3470 gallons to 3321 gallons, while the change actually increased the tank volume from a minimum of 3410 to 3733. The 3321 gallon value is the calculated amount needed to be injected into the vessel, however, it does not account for the unusable volume of the tank. The value 3733 includes the unusable tank volume, and as a result, in order to achieve compliance with the ATHS rule, the SBLC tank volume was increased from the original requirement of 3470 gallons to 3733.

The numbers in the Technical Specification are correct, although the SER values were incorrect.

These discrepancies carry over frca Amendment 93 to DPR-30 (Reference (e)) for Quad Cities Unit 1 which was issued as a result of our proposed Unit 2  ;

Technical Spscification change (Reference (d)). In the case of Amemdent 93, l however, the Technical Specification and the SER both reference the 3321 gallon value. Commonwealth Edison commits to providing a Technical Specification change that would correct this value by including a correction factor for the unusable volume of the tank. This change will be submitted by August 30, 1988. At th8s time, we are administratively controlling the Unit 2 value at ,
