Gentlemen:
This refers to the inspection conducted by Mr. J. A. F. Kelly of this office
during the period May 23-27, 1988, of activities authorized by NRC Operating
License DPR-40 for the Fort Calhoun Station, and to the discussion of our
findings with members of your staff at the conclusion of the inspection.
The inspection involved the review of certain areas of your physical security
program. Within this area, the inspection consisted of interviews with
personnel and observations by the NRC inspector.
The areas inspected and
inspection findings are documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
The repetitive nature of this violation
indicates a lack of effectiveness in management oversight. We require a
comprehensive reply from you as to measures you intend to take to ensure
resolution of this matter. Consequently, you are required to respond to this
violation, in writing, in accordance with the provisions of Section 2.201 of
the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Your response should be based on the specifics contained in the Notice of
Violation enclosed with this letter.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 2 of the enclosed report.
The material enclosed herewitn contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will ng be placed in the Public Document Room.
