CP-85-037 (SUPPLEMENTAL REPORT)
Gentlemen:
On September 26, 1985, we notified you by our letter (logged TXX-4569) of deficiencies.concerning the inspection of pre-insulated environmentally sealed (PIES) splices, which we determined to be reportable under the provisions of 10CFR50.55(e).
These deficiencies were identified and evaluated by the Comanche Peak Response Team (CPRT) as part of Issue Specific Action Plans (ISAP) 1.a.2 and 1.a.3.
This item was subsequently identified by our letter logged Txx-6435, dated May 13, 1987, as an item for which a final report had been issued. As described below, a subsequent evaluation has caused us to reverse our previous determination of reportability.
During the preliminary review by CPSES Quality Control of the CPRT results, Corrective Action Request (CAR) 50 was issued. Our final evaluation of this Bsue under CAR-50 has been completed. We have concluded that the butt splice deficiencies and QC Inspectors performance problems associated with this issue are not safety significant.
Therefore, this issue has been determined to be not reportable under 10CFR50.55(e), and we are reversing our previous determination of reportability.
