GRAND GULF NUCLEAR STATION (GGNS), UNITS 1 AND 2 - SALEM ATWS vrNTS, GENERIC LETTER 83-28, POSITION 4.5.1 ON LINE TESTING 0F scncTOR TRIP SYSTEM (TAC NO. 54069)
Generic Letter 83-28 (GL 83-28) requested licensees of operating reactors, applicants for operating licenses and holders of construction permits to respond to certain positions resulting from the staff's review of-the anticipated transient without scram'(ATSW) events at the Salem Nuclear Plant.
By letters dated November 4, 1983, September 11, 1984, June 12, 1985 and October 16, 1987, the licensee for GGNS (Systems Energy Resources, Inc. since December 20, 1986 and Mississippi Power & Light r.ompany before that date) provided, among other things, a response to GL 83-28, Position 4.5.1, regarding on-line testing of the reactor trip system including the scram pilot valve and backup scram valves with initiating ciccuitry.
The NRC staff has conipleted its review of GL 83-28, Position 4.5.1.
The staff's safety evaluation is enclosed.
The staff concludes that the licensee's response to Position 4.5.1 is acceptable, subject to staff's review of the proposed off-line tests of the backup scram valves described in the October 16, 1987 submittal.
The staff's evaluation of backup scram valve tests will be inc'uded in its safety evaluation of GL 83-28 Positions 4.5.2 and 4.5.3.
