Three Mile Island Nuclear Station Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Completion of Power Escalation Test Program This is to document GPUN's plans for completion of the Restart Power Escalation Test (PET) Program with the changes to the program as discussed with the NRC during our phone conversation on December 16, 1985 and subsequent meeting on December 17, 1985. The PET Program will be carried out at the eximum achievable power level which my be less than 100% power due to the buildup of deposits on the secondary side of the steam generators.
Although the exact dates my change, we currently plan to escalate to the eximum power plateau on December 27, 1985 and continue to operate at that power level until af ter the first of the year.
On January 2,1986, we plan to test the anticipatory reactor scram on turbine trip followed by the test to demonstrate EFW initiation on loss of all four reactor coolant pumps.
Conpletion of these tests will satisfy the remining Power Escalation Test Requirements for Initial Restart (items 2.d and 2.f) required by the NRC's letter of October 2, 1985.
Since the work which needs to be done after the trip before returning to power can be accomplished during the following three shif ts, we have scheduled GPUN Management Review (Flag 4) for the morning of January 3,1986 and wo expect to request NRC approval to return to power on that date. We will keep the NRC informed of any changes to this schedule.

Based on our telephone conversation on Decenber 16, 1985 and the meeting with the NRC on December 17, 1985, it is our understanding that upon completion of this trip and Flag 4 review, the Power Escalation Test Program will be complete and TMI-1 will be allowed to return to full power achievable, up to and including 100% power as permitted by THI-1 Technical Specifications.
