Respoise to Notice of Deviation Deviation:

In June of 1977, the NRC issued the guidance document "Nuclear Plant Fire Protection Responsibilities, Administrative Controls, and Quality Assurance." Attachmont 4 of this guidance document outlined the requirements for_a program to contret the use of ignition sources.

Included in Attachment 4 is the requirement that a fire watch trained and equipped to prevent and combat fires be present for igni' ion sources used in areas where a potential fire inay damage safety-relatt e equipment.

In addition, Attachment 4 references National Fire Protection Assocation (NFPA) Standara 518, Cutting and Welding Processes, for additional guidance.

In regards to the training of ignition source fire watches, NFPA 518 requires the fire watch to be trained in the use of fire fightinn equipment and stipulates that training shall include practice on test fii s.

By letter dated February 3,1978, the NRC requested GPU compare syster Creek's fire protection program to the guidance il the NRC document.

By letters dated April 7,1978 and September 22,1978, GPU responded to the NP~. request and committed to meet ali of the requiroients outlined in Attachm:nt 4 to the NRC guidance document.

The NRC approved tF > licersee's commitment in Supp1ement 3 to the Oyster Creek Fire protection Safety Evaluation dated August 2'<,1980.

Contrai/ to the above, the licensee does not have an established training program for ignition source fire watches which satisfies the requirements of the NRC guidance document and NFPA 518.

Responsel GFUN concurs with the deviation.

GPUN has developed a training prc1 ram for fire watches which are assigned for ilot work activities.

Instruct personnel in the precautions and limitations associated with hot work conducted at the plant.

Instruct personnel in the four classes of fire and the proper method of extinguishment.

Perform practical factors in extinguishing a fire utilizing a portable fire extinguisher to extinguish a class B fire.

In order to assure fire watches are properly trained prior to assignment as a hot work fire watch, station procedure 120.1, "Welding, Burning, and Grinding Administration Procedure" will be revised to require.all hot work fire watches to be trained within the preceding two years or the Hot Work Pern.!t will not be approved.

The training program defined above was fir.alized on July 7,1988.

All corrective actions including training of fire watch personnel will be
