-Item 4, Safety Parameter Display System (SPDS)

Subject:

Fermi 2 Safety Parameter Dinninv Svatem (SPDS)

The Safety Parameter Display System (SPDS) provides a concise display of critical plant parameters to Control Room personnel to aid them in determining the safety status of the plant.

The SPDS provides cssociated parameters on a single display, variable versus variable plots for i

emergency procedure limit curves, trending, and other features that complement the exisiting Control Room information available to the operator.

The SPDS provides information oniv and it is intended that the operator confirm readings with existing Control Room instrumentation.

  • v Ms. Elinor C. Adensan December 31,1985 VP-85-0235 Page 2 At the present time, the Fermi 2 SPDS is operational.

As such, Detroit Edison has met the License Condition in Reference 5.

In addition to SPDS, the Emergency Response Information System-includes a real-time dose assessment and meteor-ological program and other trending-and plotting capabilities.

The. dose assessment and meteorological program will be operational February 28, 1986 and personnel trained in its use by March 31, 1986.

This program is scheduled beyond the previously committed December 1985 date to-incorporate the lake-breeze calculation, modifications that must be made to accommodate procedural changes in the plant-and effluent monitoring system operations and the capability to simultaneously calculate releases f rom more-than one effluent point.

Additional

. testing on the dose assessement portion of the program is also being performed in response to IE Information Notice 85-82.

Dose assessment capability is currently available to Emergency Response personnel at Fermi 2, should an emergency arise, on an IBM-PCXT dose model that incorporates the lake breeze and plant modifications.

Meteorology is available via a backup dial-up system to the 60-meter tower.

The ability to respond to an emergency using these alternates was demonstrated during an ex e rc is e on October 2, 1985.

'Thus, the ability of Detroit Ed is on to respond to an emergency is not affected.
