of this office during the period March 7-11, 1988, of activities autho' rized by

NRC Operating License NPF-38 for the Waterford Steam Electric Station,' Unit 3,
and to the discussion of our findings with Mr.
P., P. Barkhurst and other

,
members of your staff at the conclusion of the inspection on March 11,;1988.

Areas examined during the inspection included the chemistry / radiochemistry
,!
program and water chemistry and radiochemistry confirmatory measurements.
l

Within these areas, the inspection consisted of selective examination of
'
procedures and representative records, interviews with personnel, and
!
observations by the NRC inspectors.
The inspection findings are documented in
!
the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
'
identified.
However, we are concerned about the amount of time the
postaccident sampling system has been unable to perform all of its design
functions.
Accordingly, you are requested to respond, in writing, within
30 days of the date of this letter, out*"ining the steps taken to ensure
complete operability of all PASS design functions including reactor coolant
system sample degasification and to ensure that all PASS design functions are
,
maintained operational.
Your response should address the root causes of the
'
problems along with short and long-te m corrective actions to maintain PASS
reliability.
,
!
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identifitd in
i
paragraph 2 of the enclosed report.

The response directed by this letter is not subject to the clearance procedures
of the Office of Management and Budget as required by the Paperwork Reduction
