ENCLOSURE 1 NOTILE OF VIOLATION Georgia Power Docket No. 50-425 Vogtle Unit 2 License No. CPPR-109 During the Nuclear Regulatory Commission (NRC) inspection conducted on June 20-23, 1988, a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:
10 CFR Part 50, Appendix B, Criterion V, as implemented by Vogtle FSAR Section 7.1, requires that all testing of the licensee's test program be performed in accordance with written test procedures which include provisions for assuring that all prerequisites for the given test have been met.
Contrary to the above, on June 21, 1988, the licensee was conducting tests of Component Cooling Water (CCW) pump No.1 per Subsection 6.6 of Test Procedure 2-3EG-01, CCW System Preoperational Test, without prerequisite Steps 5.3, 5.4, 5.5, 5.8, 5.18 (for positioning breaker 52-2NBJ43), and 5.20 (for positioning breaker 52-2NBJ47) being signed off. Additionally, prerequisite Steps 5.8, 5.18 (for breaker 52-2NBJ43), and 5.20 (for breaker 52-2NBJ47) were not signed off as required before the performance of Subsection 6.3, which was completed on June 14, 1988.
This is a severity level V Violation (Supplement II).
Pursuant to the provisions of 10 CFR 2.201, Georgia Power is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, l
Vogtle, within 30 days of the date of the letter transmitting this Notice.

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
