Oyster Creek Nuclear Generating Station (OCNGS)

Docket No. 50-219 Report on Destruction of a Portion of Sequence of Alams Tape By letter dated September 20, 1987, to Dr. Murley, I advised that the matter of deliberate destruction of a portion of the Sequence of Alam Recorder data at the Oyster Creek plant en September 11, 1987, was being investigated. At GPU Nuclear Corporation's request, Mr. Edwin H. Stier, initiated a thorough and comprehensive independent investigation on September 11,1987, to ascertain the facts about the response to the violation and, particularly, the destruction of the records. The preliminary findings of Mr. Stier were fonvarded to the Document Control Desk of the Nuclear Regulatory Comission by letter dated September 22, 1987.

The Deputy Executive Director for Regional Operations issued a Confimatory Order of November 5,1987, which provided, among other things:

B. The licensee shall provide the NRC Regional Akinistrator, Region I, a copy of the Investigation Report prepared by or on behalf of the licensee concerning this event upon completion of its investigation.

Russell, Administrator April 11,1988 Page 2 Enclosed is a redacted copy of the first two volumes of the report GPU Nuclear received from Mr. Stier, entitled, "0yster Creek September 11, 1987 Safety Limit Violation". Volume III (a technical evaluation of the safety limit violation) and Volume IV (exhibits) will be forwarded upon completion of reproduction for distribution. The redactions made to the complete report consist of substituting a letter designation in place of the individual's name and deleting individuals' Social Security numbers, home addresses and telephone numbers. Only the names of those personnel up to, but not including, officers were redacted. Wage schedules and emergency call numbers were also redacted. Volume V (witness statements) will be made available for your review upon request.

The redactions as to individuals were made in order to protect the privacy of the individuals while benefiting the public by disclosure of facts concerning the events covered by the Stier investigation. Mr. Stier's Report contains details about personalities, attitudes, activities, and proclivities of many GPU personnel. Public release of such information is likely to subject some individuals, who are not suspected of any wrongdoing, to embarrassment, harassment, physical danger, disgrace, or loss of friends. The resulting f invasion of personal privacy would not serve any public purpose.
