TION, Ul;IT l'OS.1 Al!D 2 00CKET NOS. 50480 AND 50-281 IllTRODUCTION Sy letter dated Pay 25, 1988, the Virginia Electric and Power Con,pany (the licensee) requested an'endments to Facility Operating License Nos. DPR-32 and OPR-37, issued to the licensee for operation of the Surry Nuclear Power Sta-tion, Ur i.ts 1 and 2 (SPS-182) respe-tively, located in Surry County, Virginia.
The licensee proposed to revise Toble 0.1-1),"fiinimum Shif t Crew Composition" of the SPS-182 Technical Specifications (TS to increase the minimur; shift nanning for Auxiliary Operators (AO) from three to four. The increased r..anning is proposed to assure that the rainimum number of operating personnel is availa-ble to safely shut down the utit and traincoin it in a safe condition in the event l
l of a fire.
DISCUSS 10ft AND EVALUATION By letter dated April 10, 1986, the licensee submitted Revision 2 to the Surry 10 CFR Part 50 Appendix R Report.

In the event of a fire, several abnormal procedures require the coordinated activities of several operotions personnel, both within and outside the control i
rora.
The licensee evaluated the minimum shif t manning necessary to inplerrent these procedures with no adverse effect on fire brigade, This evaluation re-sulted in increasing the minimum number of A0 specified in Table 6.1-1 of the Surry TS from three to four.
In the report, the licensee indicated that in order to meet the requirements of Appendix R, the number of A0 in the minimue shif t crew composition will be administratively naintained at four (ene greater than that required by the present TS for SPS-IS2) until the TS are changed.
The proposed change would revise Teble 6.1-1 of the SPS-182 TS to increase the minimem shift vanning for A0 from three to four.
This will provide additional assurance that the licensee will have adequate operating perscr.nel at the site to sofely shut down the unit and maintcin it in a safe condition in the event or o fire.
Cased on the above inforcation, the staff finds the proposed change to be dCCeptable.

'Accordingly, these amendments neet the eligibility critaria for categorical exclusion set forth in 10 CFR 51.2P(c)(9). Pursuant to CFP 51.22(b) no environmertal impact staten.ent or envircerrental essessment need be prepared in connection with the issuance of these amendrai:nts.
C0!lCLUSIOJ We have concluced, based cr the consic'erations discussed above, that:.(1)there is reasorable assurar:ce that the health anc safety of the public will not be-endangered by. c.peration in the proposed manner, and (2) such activities will be ccnducted in compliance with the Corraission's reculations and the issuance of these amendments will not be iniraical to the ccmmon defense and security or to the health and safety of the public.
