SUBJECT: NRC INSPECTION REPORT 50-445/97-15; 50-446/97-15 AND NOTICE OF
VIOLATION

Dear Mr. Terry:
On July 19,1997, the NRC completed an inspection at your Comanche Peak Steam
Electric Station, Units 1 and 2, reactor facility. The enclosed report presents the scope
and results of that inspection.
During the 6-week period covered by this inspection, your conduct of activities at the
Comanche Peak facilities was generally characterized by safe and conservative operations
and excellent maintenance practices. However, four violations of NRC requirements were
identified.

Violation A involved three examples of a failure to follow fire protection procedure
requirements. This violation is of concern because the multiple examples indicate a lack of
ettention to fire protection program requirements by your staff. Violation 8 involved the
potential to degrade safety-related equipment with high ambient temperatures as a result of
an inadequate temperature measurement procedure.
These violations are cited in the enclosed Notice of Violation and the circumstances
surrounding these victations are described in detail in the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
.
regulatory requirements.
Violations C and D do not reflect concerns with current performance. The NRC has
concluded that information regarding the reason for the violations, the corrective actions
taken and planned to correct the violations and prevent recurrence are already adequately
on the docket in the enclosed report and in inspection Report Nos. 50-445(446)9601 and
50-445(446)/9604, and in TU Electric Letter TXX-96075 dated March 25,1996.
Therefore, you are not required to rescond to this letter unless the description therein does
not accurately reflect your corrective actions or your position. In that chse, or if you
choose to provide additional information, you should follow the instructions specified in the
enclosed Notice.
