We have completed our review of Revision 8~of the LACBWR Emergency Plan dated November 1985. Our review indicated that your plan changes do not downgrade the effectiveness of your emergency plan.
However, it was noted that.the Emergency Plan no longer specifies by normal organization titles the site or corporate personnel who are to fill positions in the emergency organization. This information is also not available in Emergency Plan Procedure (EPP) 2 which provides the line of succession for emergency positions by name only. So we are able to relate the emergency organization positions to normal organization titles, please send us a current copy of your normal organization roster with personnel listed with their normal organization titles. We also request that you provide us with periodic updates of this roster so we can keep our' files current.
Please be reminded that 10 CFR Part 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan.
However, if your safety review indicates no decrease in emergency preparedness, then changes can be made without NRC approval. In all cases, you should furnish c'opies of each proposed change to the NRC in accordance with 10 CFR Part 50.54(q). 'Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of~10 CFR Part 50, Appendix E,Section V (Implementing Procedures).'
