REQUESTFORADDITIONALINFORMATION-ITEM 2.2(PART1)0F GENERIC LETTER 83-28 FOR CLINTON POWER STATION, UNIT 1 The staff has reviewed the Illinois Power Company response to the NRC staff position on Item 2.2 (Part 1) "Equipment Classification Programs (Programs for All Other Safety-Related Components)" of Generic Letter 83-28 dated October 1, 1984., Our review of this submittal discloses the need for additional information as described in the enclosed request for additional information.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; the mfore, OM8 clearance is not required under P.L.96-511.

Illinois Power Company (IPC), the licensee for the Clinton Power Station, responded to Item 2.2 (Part 1) of Generic Letter 83-28 by a submittal dated October 1, 1984 The staff has reviewed this response and finds that addt-tional information is needed for some of the sub-items of Item 2.2 (Part 1).

The review guidelines used by the staff for these sub-items are listed below, followed by a brief evaluation of the licensee's submittal, and a listing of what the staff concludes is necessary to complete this item.

Item 2.2.1-Program Requested Information The Ifcensee/ applicant should submit a program description which provides assurance that safety-related components are designated as safety-related on plant documents, drawings, procedures, and in information handling systems that are used in accomplishing safety-related activities such as work orders for repair, maintenance, and surveillance testing and orders for procurement of replacement parts.

Evaluation The licensee responded to these requiraments in their October 1,1984 submittal which identified the GE master parts list and the computerized Q-List. However, this submittal does not clearly state that these lists identify all safety-related components and it implies that there are components whose classifico-

' ion as safety-related is not yet determined.

Conclusion The submittal did not provide information confirming that all components designated as safety-related in the Q-List are properly designated on documents and in information handling systems. Tne applicant should provide, for staff review, a description of the program which controls the designation of safety-related components on documents and in information handling systems.

Item 2.2.1.2-Information Handling System  !

The licensee / applicant should confirm that the program for equipment classification includes an information handling system that is used to identify i

safety-related components. The response should confirm that this information handling system includes a listing of safety-related equipment and that procedures exist which govern its development and validation.

Evaluation The licensee states that the GE master parts list and the Q-List are the "two primary methods" that list safety-related equipment detailed to the component level. This infers that there are other information handling systems for other safety-related equipment. The licensee has indicated that these various equipent listings are being consolidated into a single computerized master equipn.ent list; however no information has been received confirming that this consolidation has been completed and implemented. The procedures governing the consolidation, including how new safety-related items are added, how changes in classification are made, how items are verified, how unauthorized changes are prevented, and how infomation is maintainea and distributed to.

Conclusion We find that the information contained in the licensee's submittal is not sufficient to allow us to conclude that the source listings have been combined and coordinated into a single information handling system. The licensee shoula describe procedures and controls that illuscrate how the listing (the master equipmnt list) was originally prepared, how new safety-related items are added, b .4 changes in the classification of items are made, how listed items are erified, hcw unauthorized changes are prevented, and how the information is maintained and distributed to users as a single, official, consistent, and unambiguous source of information.

Item 2.2.1.4 Management Controls g uested Information The applicant / licensee should confim that the management controls used to verify that the procedures for preparation, validation and routine utilization of the information handling system have been folloved.

Evaluation l The licensee's submittal does not describe the managerial controls that are applied to assure that the equipment classification infomation handling system (the master equipment list) has been properly prepared, that its contents have been validated, that it is being maintained current, and that it l is being used to determine equipment classification as intended.

Conclusion  !

The' licensee's submittal is inadequate to address this item. The licensee should provide a description of those controls that are used to verify that l
