Gucwa of GPC dated November 13, 1986; March 4, 1987 (5) UCRL - 21015, "Review of Seismic Analysis of Hatch Units 1 and 2 In-Structure Response Spectra," dated November 1987 An error in peak broadening of the floor response spectra was discovered by the licensee, and the NRC was notified of this error by Reference 1.
During the ensuing review process, seismic design of cable trays and pipe supports Was identified to have the same errors.
Since the plant is located in a soil site and the design response spectra for Units 1 and 2 at the same site are different (Unit I was licensed much earlier than Unit 2), the staff decided to perform an independent evaluation of the soil-structure-interaction effect through the Lawrence Livermore Laboratory (LLNL) by E0E Inc., a subcon-tractor to LLNL. Reference 5 documents the results of this effort and is enclosed with this letter.
The results reported in Reference 5 show that the Unit 2 floor response spectra (frs) envelope the Lt.NL spectra, but there are some instances at lower frequencies where the Unit 1 frs are exceeded by the LLNL spectra.
The LLNL study is based on the use of the CLASSI computer code which incorporates daniping due to radiation of seismic waves into the foun-dation media.
The assessment of radiation domping in the CLASSI code may be somewhat excessive based on recent seismic experiments in LOTUNG, Taiwan.

However, financial constraints precluded performing additional sensitivity studies.

O Mr. W. G. Hairston, III In spite of our reservation indicated obove, the LLill report serves a useful purpose - it shows that there is no intnediate safety concern regarding seismic Capability of the plant in general.
The llRR Geosciences Section performed a review of the LLNL report and that assessment is also attached.
The purpose of this letter is to make the LLNL report available end to provide you with our assessment that while Georgia Power Company is proceeding with its comprehensive program of seismic margins study and the implen:entation of the unresolveo sofety issue A-46 on seismic qualification of equipment, the NRR stoff does not have any ii:.Tediate concerns a. bout the seismic capability of Hatch Units 1 and 2.
