SUBJECT:
DIABLO CANYON ALLEGATION REVIEW BOARD An Allegation Review Board, comprised of the below listed individuals, was convened on December 6, 1985, to examine and disposition a number of allegations identified below.
A review of the allegations listed on the memo to John Martin, Regional Administrator, from Ron Meeks, 01, dated 0e/ U/85, including Allegation 1706, was conducted to ascertain the " technical" significance, if any, that warrants further investigation beyond the apparent " civil" issues of harassment, intimidation, etc. All seventy-seven of these were sorted into the four groups designated below. Allegations related to categories I and II were examined at this particular board meeting. Categories III and IV will be examined later.

DOCUMENT CONTROL Reconstruction, recreating, compiling or revising documents related to plant construction.
A.
ATS RV-84-A-062,~ Allegation Nos. 0419 and 0436, and ATS RV-84-A-064, Allegation No. 0782, 0996, and 1025 Allegation Nos. 0419, 0436, 0782, 1025 are all related to the same incident - ie.
The alleger observed an inspector entering initials other than his own, on documents related to inspections of shear lugs that were conducted by someone else. This was a G. F. Atkinson, Inspector, and it was to have occurred in 1978.
A review of source documents has revealed that these allegations are the same as Allegations 0783 and 0784 which were addressed by the licensee in its letters DCL-84-243 dated June 29, 1984 and DCL-84-328 dated October 18, 1984. The licensee's responses to.
these allegations have been examined. It is concluded that the preparation and review of quality assurance records were conducted in accordance with established procedures, and there was no falsification in the " clean up" of documentation, as alleged.

and reported in NRC Inspection Report No. 50-275/85-27, dated j

ATS RV-84-A-064, ALLEGATIONS 0757, 0910 AND 0913 ATS RV-84-A-115, ALLEGATION 1617 These potential allegations, imply that various forms of intimidation would be applied by management if instructions contrary to established procedures were not followed. The source documents lacked sufficient specificity to identify any wrong doing or significant technical issues. ALLEGATIONS CLOSED.
B.
ATS RV-84-A-064, ALLEGATIONS 804, 1060 These allegations regarding limitations imposed upon inspectors in their use of Hold Tags are similar to allegation #279 which was addressed in NRC Report 50-275/84-11 and 50-323/84-11, dated July 8, 1984. No further action is warranted. ALLEGATIONS CLOSED.
C.
ATS RV-84-A-114, ALLEGATION 1539 The technical issue related to this allegation was the qualification of the H. P. Foley welders to weld 3/16" diameter instrumentation tubing. Resolution of this issue can be found in the response to allegation #139 (reference Safety Evaluation Report NUREG 0675, Supplement 22, A.4-139.1), and allegation #1538 (see NRC Inspection Report No. 50-275/84-42). Irreepective, the Board does not perceive the alleged requirement for QC inspectors to sign an affidavit to be an intimidation issue. ALLEGATION CLOSED.
