UTILIZATION OF BROWNS FERRY GROUP 4 OPERATORS FOR LICENSED DUTIES This letter confirms the telephone conversation between Mr. C. Mason of your staff and me on April 13, 1988, concerning your utilization of the Browns Ferry Group 4 operators who have completed the TVA Accelerated Requalification Program.

Your responses of March 24 and December 12, 1986, to our Confirmation of Action Letter dated January 2,1986, committed TVA to conduct on Accelerated Requali-cation Program for four groups of Browns Ferry operators. 'ou have completed i

your program for all four groups and we have conducted NRC requalification l examinations for the first three groups. The NRC has not conducted examina- '

tions for Group 4 since the NRC has suspended giving requalification exams pending the development of a new methodology. Following development of the new methodology, Group 4 operators will be given a NRC requalification exam.

TVA had requested that the Group 4 licensees be allowed to perform licensed ,

operator activities during the shutdown and refueling modes until the NRC could administer requalification exams. In order to evaluate the training received by Group 4, and their ability to perform licensed activities, we conducted a special inspection on March 22-24, 1988 and documented the results in Inspection Report 50-259,260,296/88-02. This inspection included confirming that your training commitments were met, reviewing written exams, reviewing simulator exam documentation, and NRC regrading of selected written exams.

Based on our review of the TVA administered training and examinations of the Group 4 operators, we are satisfied that you have met your training commit-ments stated in your responses to our Confirmation of Action Letter (CAL 50-259/86-01, 260/86-01, and 296/86-01) dated January 2,1986. Until the NRC administers requalification exams, we agree the 17 licensed operators, who have passed TVA administered written and simulator exams, and the SRO candidate in the hot license class of March 1988 (utilizing his R0 licensee) can return to licensed duties on the Browns Ferry units in the shutdown and refueling modes only. Prior to Browns Ferry Unit 2 restart, NRC requalification exams will be' administered to the Group 4 licensees. These specific 18 individuals are identified by docket numbers in Enclosure 1.
