SAFETY EVALUATION FOR NORTHEAST UTILITIES TOPICAL REPORT 140-1 "h0 SCOT:lERMALHYDRAULICMODELQUALIFICATION, VOLUME 1(RETRANf" (TAC #61048)HADDAMNECKPLANT By letter dated August 1, 1984 Connecticut Yankee Atomic Pcher Company (CYAPCO) submitted Topical Report 140-1, "NUSCO Thental Hydraulic Model (ualification, Volume 1 (RETRAN)" for staff review and approval.
CYAPC0's objective was to dencnitrate, per Generic letter 83-11, that Northeast Utilities Service Company (NUSCO), on behalf-of CYAPC0, has the technical conpetence to perfonn transient system analysis with the RETRAN computer code for the Haddam Neck Plant.
The staff has ccnpleted its review and has concluded that NUSCO has demonstrated its knowledge and technical competence for the use of the RETRAN computer code and rodels for the Haddan. Neck Plant. While the staff approves the use of the RETRAN code by NUSCO for support of future licensing submittals, any use of this code in future licensing submittals will require CYAPC0 to justify, on a transient by transient basis, the ncdalization, phenon,enological model selection, control systens modeling and licensing conservatisn;s.
This is necessary because the analysis in NUSCO 140-1 was a best-estimate analysis, used to que.lify the nodels in the code and to denonstrate NUSCO's knowledge of the code and therefore lacks the licensing conservatisms necessary for perfors.ance of transient analysis in support of liter. sing actions. The staff notes that UUCSO 151, "Haddam Neck Plant /Non-LOCA Transient Analysis" with supplements, which reanalyzes the non-LOCA design basis accidents for Haddam Neck using RETRAN, reets our prescribed guidance for your use of RETRAN and should te used as an exaq:le for future submittals.
