ENCLOSURE 1 REQUEST FOR ADDITIONAL INFORMATION CONCERNING INSTRUMENTATION AND CONTROL SYSTEMS BRANCH 'dEVIEW OF CHAPTER 1 0F AMENDHENT NO. 12 COMBUSTION ENGINEERING SYSTEM 80+ DESIGN, CESSAR-DC PROJECT NO. 675 420.1)

Section 1.1.1 "System 80+ Design" The last sentence in this section states that "The service life for System 80+ will be sixty calendar years." Assuming that the NRC changes 10 CFR 50.51 to allow sixty year licensing, the applicant needs to address the use of IEEE qualification standards which are written based on a 40 year maximum plant life.

420.2)

Section 1.8 and Table 1.8-1 This section lists all current applicable Regulatory Guides which are addressed in the System 80 design and notes that changes relative to the System 80+ design will be included as subsequent chapters are revised.

Without the total list of Regulatory Guides applicable to the System 80+

design, the staff cannot complete its review of this section. The following Regulatory Guides should be added to the existing table 1.8-1 list:

1.89 (6/84)

Qualification of Class 1E Equipment for Nuclear Power Plants 1.97 (6/93)

Instrumentation for Light-Water-Cooled Nuclear Power Plants to Assess Plant Conditions During and Following an Accident 1.100 (8/77)

Seismic Qualification of Electric Equipment for f

Nuclear Power Plants 1.105 (2/86)

Instrument Setpoints 1.118 (6/78)

Periodic Testing of Electric Power and Protection Systems 1.121 (4/74)

Instrumentation for Earthquakes 1.151 (7/83)

Instrument Sensing Lines 1.152 (11/85) Criteria for Programmable Digital Computer System Software in Safety Systems of Nuclear Power Generating Stations 1.153 (12/85) Criteria for Power Instrumentation and Control Portion of Safety Systems

. In addition, several dates are missing from the list and the System 80+

should reference the latest revision of the Regulatory Guides.

The following requirements and guides were not addressed.

CE should provide clear indication whether the System 80+ has any changes from the System 80 related to these items.

Branch Technical Positions ICSB - 3, 4, 12, 13, 14, 20, 21, 22, 26 CFR 50.55 (f), 50.34 (f(2) (ix)), (f(2) (xii))
