Gentlemen:

This refers to the routine safety inspection conducted by Messrs.

T. M. Tongue,

R. M. Lerch, J. M. Jacobson, T. E. Taylor, and

.G. A. VanSickle of this office and S. P. Sands of NRR from May 29

through July 9,1988, of activities at the Braidwood Station, Units I

and 2, authorized bc NRC Operating L'icenses No. NPF-72 and No. NPF-77,

and to the discussion of our findings with Mr. R. E. Querio and others

of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

During this inspection, certain of your activities appeared to be irr

violation of NRC requirements, as specified in the enclosed Notice.

A written response is required.

Item 2 in the Notice of Violation is a repeat of a violation previously

identified in NRC Inspection Report 50-456/86065.

Since this is a repeat

violation, in your response to the Notice of Violation, please address

your management decision-making process for determining what events are

-reportable under 10 CFR 50.72.

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy

of t'his letter, the enclosures, and your response to this letter will be

placed in the NRC Public Docurrent Room.

The responses directed by this letter and.the accompanying Notice are

not subject to the clearance procedures of the Office of Management and

Budget as required by the Papeniork Reduction Act of 1980, PL 96-511.
