SUMMARY
(NRC INSPECTION: REPORT NO. 50-424/88-24)
This refers to the Enforcement Conference held at our request on July 5,1988.
This meeting concerned. activities authorized for your Vogtle facility.
The issues discussed at this conference related to the water intrusion into the control room event on June 3,1988 as a result of inadequate design and testing of the cable penetration seals.
A meeting summary, list of attendees, and a copy _of your handout are enclosed. We are continuing our revied of these' items to determine the appropriate enforcement action.
In accordance with Section 2.790 of NRC's "Rules of Pract.ce," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

ENCLOSURE 1 ENFORCEMENT CONFERENCE
SUMMARY
On July 5,1988, representatives of Georgia Power Company (GPC) met with the NRC in the Region II office in Atlanta, Georgia to discuss the Vogtle control room cable penetration seals. A list of meeting attendees is in Enclosure 2.
NRC management. ions as a result of the water intrusion into the control roomopened the m corrective act from the June 3, 1988 event needed to be fully addressed.
GPC made a presentation discussing a typical penetration seal.a chronology of -
events, plant response, and long-term corrective action. GPC stated the design of the cable penetrations was adequate for fire protection but a design and testing oversight existed for the seals as a water barrier.
An outline'of GPC's presentation is given in Enclosure 3.
