CONFIRMATION OF MEETING - SEQUOYAH DOCKET NOS. 50-327 AND 50-328 This confirms the telephone conversations between Mr. J. Bynum, Vice President, Nuclear Power Production, TVA, and Mr. F. McCoy, Assistant Director for TVA Inspection Programs, Office of Special Projects, NRC, on July 19, 1988, concerning an enforcement conference to be conducted at Sequoyah Nuclear Power Plant, Saddy Daisy, TN, . on July 28, 1988, at 9:00 a.m. The purpose of this m,eeti g .is to discuss concerns related to the apparent failure to comply with lech'.ical Specification 3.5.1.2 action requirements for the upper head injection system. These concerns specifically deal with the faiidre to follow surveillance instruction (SI) 744 on July 9, 1988, in order to demonstrate upper head injection accumulator isolation valve 2-FCV-87-21 operability immediately af ter the 4th hydraulic charge of the valve's accumulator. We request that, if possible, your shift operating supervisors that were on shift during the actual accumulator charging evolutions, from the time of the fourth accumulator charge at 1:30 p.m., on July 9,1988, until the time of the pre-charge on July 10, 1988, attend the enforcen ant conference.
